Terraform Registry Introduces Premier Partner Tier to Elevate Provider Quality and Security
Elevating the Partner Ecosystem: A New Premier Tier
Since launching the Partner tag in 2022 as part of the Terraform Partner Integration Program, HashiCorp has seen widespread adoption and success. Building on that momentum, the company has announced the Partner Premier tier on the Terraform Registry—a new status designed to highlight providers that go above and beyond in technical excellence, security, and adoption of the latest Terraform capabilities.

This tier isn’t just a badge of honor; it’s a promise of enhanced value for end users. Partner Premier providers must support at least one of Terraform’s newest features: Terraform search or Terraform actions, announced at HashiConf 2025, alongside the previously required ephemeral resources. These features allow providers to offer preset operations that extend automation beyond the standard CRUD model (Create, Read, Update, Destroy), bringing tasks like Day 2 operations directly into the Terraform pipeline.
To make discovery easier, customers can now filter by the Partner Premier tag on the Registry. At a glance, they’ll see which providers offer search, ephemeral resources, or actions—saving time and providing confidence in provider capabilities.
What It Takes to Earn the Partner Premier Tag
Qualifying for the Partner Premier tier isn’t simple. Providers must first meet all existing requirements for the standard Partner tag. On top of that, they must fulfill two new advanced criteria:
Technical Requirement: Software Bill of Materials (SBOM)
Every Partner Premier provider must include a software bill of materials (SBOM) for their provider. This gives end users full transparency into the provider’s internal components, making it easy to verify dependencies, track vulnerabilities, and ensure ongoing security. It’s a significant step toward reinforcing transparency and building trust.
Feature Requirement: Advanced Terraform Capabilities
Providers must implement at least one of the following advanced features:
- Ephemeral resources – A security best practice that ensures sensitive data is never stored in state files, reducing risk.
- Terraform search – Enables users to quickly find resources, configurations, and outputs across their Terraform workspace.
- Terraform actions – Allows providers to define preset operations for common Day 2 tasks (e.g., server reboot, snapshot creation) directly within the Terraform workflow.
By meeting these requirements, Partner Premier providers offer enhanced security, deeper control, and the ability to codify imperative workflows outside the traditional CRUD model. This is especially valuable as infrastructure as code (IaC) matures and enterprises need more than just provisioning.
Launch Partners Setting the Standard
The Partner Premier tier launches with industry leaders who are already pushing the boundaries of Terraform automation. These partners demonstrate how the new tier moves beyond Day 0 provisioning into lifecycle management, security, and sovereignty.
- Scaleway – Orchestrates the full lifecycle beyond CRUD, offering capabilities like server reboots, instance snapshots, database actions, and VPN management.
- Cisco – Automates configuration saves and commits across both Cisco IOS and NX-OS environments, streamlining network operations.
These launch partners show how the Partner Premier tier isn’t just about checking boxes—it’s about delivering real, tangible value to Terraform users who need robust, secure, and feature-rich providers.
Why This Matters for Terraform Users
As infrastructure as code becomes the backbone of modern enterprises, the demand for secure, high-quality providers has never been higher. The Partner Premier tag gives customers peace of mind that these providers:
- Adhere to security best practices (e.g., ephemeral resources, SBOM).
- Have ongoing support from their vendor.
- Provide transparency into internal components (SBOM).
- Support imperative workflows for Day 2 automation.
For those already using the Partner tag, the Premier tier is a natural upgrade—one that signals a partner’s deep commitment to Terraform’s ecosystem and to delivering cutting-edge capabilities.
How to Find Partner Premier Providers
On the Terraform Registry, simply apply the Partner Premier filter when searching for providers. The tag will appear on each provider’s listing, along with details about which advanced features they support—search, ephemeral resources, or actions. This filtering streamlines evaluation, so you can quickly identify providers that meet your needs for security, automation, and Day 2 operations.
Looking Ahead
The Partner Premier tier is part of HashiCorp’s broader vision for a more secure, automated, and transparent Terraform ecosystem. As more partners qualify, users can expect even greater innovation in provider capabilities—and a Registry that makes it easier than ever to build, deploy, and manage infrastructure at scale.
